I'm not a kernel expert, so please correct me if I'm wrong, but in the
function parse_cmdline_early() in the file arch/i386/kernel/setup.c the mem
option seems to be used to only limiting (and not expanding) the memory map
calling the limit_regions() function.
This value doesn't seem to be used in any other way when you use the "mem"
option in the simple format like "mem=512M". Other "mem" option formats
have a different beaviour, but they don't seem to be supported by SYSLINUX.
