[syslinux] local: can't open local

Trying out ISOLINUX and have a question about the append line.  Here is my .cfg

display isolinux.msg
timeout 100
default linux
label linux
  kernel vmlinuz
  append initrd=initrd.gz root=/dev/ram rw local

My cd seems to boot fine on one computer and it ran /bin/init and everything was good.  On another computer after freeing unused kernel memory the following error comes up

local: Can't open local

My apologies if this is not syslinux specific enough but I've googled long time and I'm not sure what this local option on the append line is.
