Are you sure that is a Windows utility (with .exe extension) ?
Otherwise it's more logical to consider it some kind of GNU/Linux 
script/program runnable in Bash or whatever shell.

What's your aim (use case) for wanting to use this program?
IPCONFIG /ALL seems to work inside a Windows command prompt for 
displaying IP-addresses.
