While I sent my previous example, he almost simultaneously also sent 
a reply stating he found how to do it correctly under Windows. So 
yes, that was his problem.

Under Windows, code page 850 is adequate.

If the old edit.com is present in Windows, that's enough too, and it 
can be combined with notepad. The "trick" to use edit.com for these 
special characters is to know how to insert them and then copy from 
it to a Windows-based software, like notepad. This is also valid for 
the "display message" format used by Syslinux.

Any word processor editor (LibreOffice Writer for example) will also 
let you insert such characters and then copy them into notepad 
correctly.

And, as mentioned, any text editor that let's you set (and save) the 
code page (encoding) to 850 under Windows should work too.
