[syslinux] pxelinux/memdisk booting MSDOS floppy image requires local floppy disk

As usual, I think it depends on the system.  I have some systems
which will not work with any type of memdisk load (freedos or other)
if the bios has the floppy disabled.  Hence I enable the floppy in
the bios even on systems without an actual floppy.
