[syslinux] Booting from HDD

A kernel statement only works under a label statement, so if the docs
say localboot works like a kernel image, I would expect it to appear
under a label.  I don't see any problem with the docs.

this works for me.

    DEFAULT local
    TIMEOUT 100
    PROMPT 1
    DISPLAY pxelinux.cfg/f0.txt
    LABEL nfs
	KERNEL kernel
	APPEND root=/dev/nfs ip=dhcp
    LABEL local
	LOCALBOOT 0
