Nope, you can't, because the PC BIOS is braindead and won't give you
access to devices you didn't boot from, except for disks.

So even though your BIOS might know how to talk to the CD-ROM, it won't
enable the CD-ROM API unless you booted from it.

Unless someone writes an El Torito stack that you can put on the floppy,
this is a no-go.
