I did talk with rms about the topic a few years ago. He told me that they
thought about including that in GPL v3 but decided not to do it because of
the bad internet connections in developing countries.

In my personal opinion it is o.k. as long as noone is forced to download
e.g. a 600MB ISO file just for looking into a few source files...
