If compiling on windows is not supported then how is syslinux generated so
it runs on windows? I have compiled several pieces of software on linux,
but I was under the impression that the resulting software would not work in
windows.

Sorry, compiling on Windows is not supported. It might work in Cygwin,
but I haven't tried it.

Anyway, the better way to look at this stuff is to get a packet dump on
the network and observe in what way the pathology manifests on the wire.
