[syslinux] SYSLINUX 3.10-pre13

I have pushed out SYSLINUX 3.10-pre13.  This is probably not a release 
candidate, but 3.10 is getting pretty close (most of the big must-do 
items have gotten resolved), so if you have a chance and could test it, 
please do so.

IN PARTICULAR, this release contains some changes to PXELINUX which I 
*hope* will result in higher reliability, so if you could please test it 
out in your PXELINUX configurations I would really, really appreciate it.
