I just realized, all my tests above were indeed with a secondary menu.32 
from 3.07. I just tested with 
http://www.zytor.com/~hpa/menuhang-test/pxelinux.0 and *both* LOCALBOOT 
-1 and 0 hang after "Booting from local disk..."
