Please rename memtest86.bin to memtest86.
The .bin extension must not be used.
Memtest doesn't needs memdisk to run.

Please try with this one:
http://www.memtest.org/download/1.65/memtest86+-1.65.bin.gz

A good configuration is:

label memtest
KERNEL memtest86++-1.65
