[syslinux] Boot Failed: please change disks...

Hello!
   Red Hat Linux 9.0 boot failed ;Help  I,Please! 
I had to create a single floppy image holding the kernel and initrd  distibution;

Display :
Press <return> (or wait 10 seconds) to boot your Red Hat Linux system from
/dev/hdc3. You may override the default linux kernel parameters by typing
"linux <params>", followed by <return> if you like.
Loading vmlinuz ......
After a short while it halts saying 
“Boot Failed: please change disks and press a key to continue.” 

Why ?

Boot is:
Press <return> (or wait 10 seconds) to boot your Red Hat Linux system from
/dev/hdc3. You may override the default linux kernel parameters by typing
"linux <params>", followed by <return> if you like.

 
syslinux text is:
default linux
prompt 1
display boot.msg
timeout 100
label linux
kernel vmlinuz
append initrd=initrd.img ro  root=/dev/hdc3
