That's normal; many PXE clients request a filename with the tsize 
option, and then responds with an error.  This is solely for determining 
the size of the file; the error is really "thanks, that's all I wanted 
to know."

Mr. Siler sent me an off-list reply (please, people, report to the list 
when you've found the answer):

With the recent changes to ISC DHCP, you *must* have a next-server 
directive.
