[syslinux] Time out would not boot from local drive

Weird. I'll have to look more into this. As it seems to work in out
environment.
What does it actually to if the number is invalid as you suggest?
Default to 0?

LOCALBOOT -1 is for ISOLINUX, not for PXELINUX.
