Could you capture packets between the server and the relay and see what 
they look like?

Either way, it sounds like a bug in either dhclient or dhcpd...

There is also a workaround I put into pxelinux which was intended to 
support the Microsoft network boot disk, which of course (being a 
Microsoft product, after all) was broken, which probably should be removed.
