Please elaborate that.
So do take time describe what is happing.

It would allready help if was stated how many requests where seen.
( only one or several requests )

My advice is:
 suspend the PXE boot test

boot a Linux live system ( "Knoppix" )
start in the live system a TFTP client
 get pxelinux.0
 or try to get /tftpboot/pxelinux.0
keep meanwhile an eye on the logging of the TFTP server

When you have "pxelinux", get pxelinux.cfg/default configuration file

Celeberate that you have a working TFTP ___SERVER___

 Resume PXE boot test
pay attention the setup of the DHCP-server, because it defines what to "tftp"

Provide feedback ( inline quoting preferred )

Cheers
