Both MENU LABEL and MENU TITLE are allowed in this context; MENU LABEL 
specifies the label in the uplevel menu and MENU TITLE the title at the 
top.  Both of them default to the other, but you can specify both at the 
same time and make them different.

The handling of ^ marks in MENU TITLE I'm a bit uncertain of...
