[syslinux] pxelinux stopped working after ...

I found where the problem was.

My 'entirely the same setup' was not the same at all.
I forgot that I've updated pxelinux.0 from 3.52 to the latest version 3.71

While using pxelinux.0 version 3.52 or older,
everything works as expected.

But upgrade to any newer version causes the error I described.
Is it possible that you do not support tftp server from dnsmasq since pxelinux 3.53?
