It has just been a guess that the problem does not occurs due to different
hardware and/or size, but due to the different FS. Syslinux should
also run on/from FAT32 ...

But -- while hpa examines the first 10 sectors of your FS -- you
could try to create a small FAT16 partition on your 16GB stick
and try to install syslinux into this partition.
