The geometry can influence the bootability.  If it mismatches with the
BIOS it could cause  an unbootable system if the BIOS is sufficiently
broken (reports something other than what it uses, which seems more
common for USB than for real media.)

Yes; the 1 MB is actually the size of a cylinder.
It's a weak requirement, for what it's worth.
