[syslinux] [BISECT] gpxelinux.0 stalls at Trying to load: pxelinux.cfg/.....

While trying out gpxelinux.0, I realized that it didn't work in the
latest release candidate. This is what happens:

It hangs there for a long time.
I tried in two configurations:
1) Qemu KVM with tap networking, ISC dhcpd and tftp from iputils on the
host.
2) Desktop, dnsmasq from OpenWRT as dhcp/tftp server.
The only difference on the desktop was that all the zeroes there are
replaced with what looks like a real unique ID.
On both desktop and VM, it would continue booting after waiting for a
long time, but I don't know if that is reproducible (I saw it a few
times, wasn't always as patient).
Anyway, I bisected it and this is what turned up:

pxe: fix the timeout logic for RRQ
Fix the timeout logic for RRQ, to avoid a spew of identical RRQ
packets which at best will annoy the server.
