What about this proposal:

Summary: delegate


Add a second MTA, one which has an other sent algoritme as sendmail.
Terminus gives mailinglist traffic to the second MTA.  The second MTA
handles the ML traffic, including hanging servers of some subscriber.

Cost: the second MTA plus minimal change on Terminus sendmail
configuration.

Benefits: Short delay on ML traffic and minimal change on Terminus.
