[syslinux] problem booting files with .bin in their name (eg. memtest86+.bin)

This is not a bug but a feature.  Please read doc/syslinux.txt as
file.bin is automagically detected as a "bootstrap program" and
probably needs to be loaded like a Linux kernel.
