Not really.

There is a difference between arguments to a user interface module and
-- really -- other modules as well, but it's not at all clear that tying
this to DEFAULT vs UI is at all the right thing to do.  What about, for
example ONTIMEOUT?

Realistically, I think the best option is probably to make global APPEND
simply not apply to non-Linux-kernel images, but that requires fairly
substantial changes.
