Confirmed to not work atm with default settings.
[ /boot/chain.c32 freeldr=/freeldr.sys ].

I'm not aware of any loading segments etc
[ /boot/chain.c32 file=/freeldr.sys seg=..]
(and if that's sufficient to boot)
