There's a win32 executable of compiled Isohybrid perl script at:

It works flawlessly, considering that it requires that you use a 
non-debug version of isolinux.bin (as non-emulation mode bootloader) for 
your ISO-image.

It seems to patch ISO's bootloader area and if necessary also append 
empty data to get to a size that's an exact multiple of 1MB.

Use the resulting image file as virtual CD or harddisk in an emulator 
(Bochs comes to mind, QEMU likely also) or raw-write to USB stick using 
'dd' or powerISO.
