Does hdt.c32 exist in the config directory?

This sounds like another boot loader, as if the machine had Windows
98SE then was upgraded to Windows XP.  It's common that the old
install would be broken during the upgrade.

Without knowing details like the complete config and the contents of
the entire file system, there's a lot of speculation.
