I'm jumping in here, maybe it has been discussed before, but is
10.209.170.241 assigned to an actual hardware NIC on the same network
as the server? The ICMP "udp port 49153 unreachable" feels like a
firewall, maybe NAT translator, not being happy about response to
initial UDP packet from port 49153 to port 69 being answered with a UDP
packet from port 40073. (as UDP is stateless protocol NTP translators
use some "magic trickery" to figure out what comes back in response to
what). What port number responses in v406pre3.dump are coming from?
