I'm a little bit confused about your goal.

Do you want to change fonts, or do you want to change the keyboard's 
language?

Since you say you are a Windows user, let me put it this way, as an 
example. Do you want to change from "Times New Roman" to "Arial" 
fonts; or do you want to change from English keyboard to a German 
one?

Independently of your current goal, the UTF-8 request may still be a 
valid one 
for someone else.
