[syslinux] isohybrid and partition type 0x17

It's unclear what I should actually be testing for.  I formatted a USB
disk with an ISO-9660 partition with types 0x17, 0x83, and 0x96 (at
separate times), and inserted it into a Vista machine.  In all
instances, Vista just ignored it until I clicked on the disk, at which
point it offered to format it for me.

Any suggestions for ways to move forward?
