Even more so, it is simply not possible, as the legacy stack runs the
PXE stack in UDP mode.  That means only UDP packets are available, not
TCP, and not even raw IP packets on which one can build a TCP stack.

We could do something better than TFTP, but it would have to be a new
protocol run on top of UDP.

Looking forward, however: EFI *does* provide a TCP stack, and so the
high-level protocols introduced in this release can be used on top of
the EFI stack directly.
