This is correct... the binary is not so restricted.

In fact, the only reason the binary is included in the tree at all is
because it requires a compiler which is (sadly enough) not generally
available.  Of course, perhaps the right thing do to is to convert
mdiskchk to be compiled with gcc in a manner similar to syslinux.com.
