A packet capture may help figure out why there's a negative tftp/tftpd
interaction.

(host 192.0.2.4 and host 192.0.2.5) and udp and (port 69 or (src
portrange 1024-65535 and dst portrange 1024-65535))

This should be the easiest filter and can be done on the tftpd system.
