I would say that, in practical terms for users, this is about being
able to (again) use the "pxelinux-options" tool (under the "utils"
directory in Syslinux official distribution archives) so to hardcode
"before-DHCP-options" or "after-DHCP-options" options.
The feature was broken since 4.xx, and it is now (hopefully) fixed in
6.03.
In addition to the (broken-in-prior-versions) options for BIOS
clients using pxelinux.0 (TFTP), it should now also work for BIOS
clients using lpxelinux.0 (FTP/HTTP) and for UEFI clients using
syslinux.efi.
