[syslinux] change SERIAL baudrate as-needed?

1) Unlike most other directives, SERIAL is not reset to the default
when loading a new CONFIG

2) You're still free to change it though I would feel it's quite rare
to find a circumstance for that as it'd require the other side to also
change.
