Based on the only syslinux.cfg that you presented (which lacks an 
"active" MENU BACKGROUND directive or an alternative background image 
with the appropriate resolution). it would seem that you haven't 
actually tried any resolution other than the basic one (which is not 
always supported in some UEFI implementations).

In addition to avoiding the "quiet" parameter in your APPEND line 
(which you are currently using, so you probably should eliminate it for 
these tests), please carefully read the following whole section of the 
wiki:
