The Syslinux archives at kernel.org are source and binary.  Extract
them and you'll see.

The tarballs on kernel.org contain both source and binarys
https://www.kernel.org/pub/linux/utils/boot/syslinux/Testing/6.03/syslinux-6.03-pre6.tar.xz

Once downloaded and unarchived, you need only do a 

make install all_firmware
